Archmages don't get racial quest line?

I think this might be a bug but I am not sure, I only started playing about a week ago. When I started playing it was working differently though.
My archmage characters do not get their racial starter quests. I first noticed this playing as a shaloren archmage, I do not get the entry in the quest log to clear out the caves and the camp. After finishing the abashed expanse my quest log is just blank. After clearing out both the starter dungeons, the next quest 'Into the Darkness' does not appear either, or I assume any quests in that line after that.
I made a shaloren rogue and a higher archmage to test, the rogue recieved the starting quest line, the human archmage did not recieve the quest to clear out trollmire and that other place, so it seems to be an issue with all the archmage characters I make.
