If you do the lich quest without having 3 different talents skilled in the Necrosis tree, you'll be unable to remove any points from any talents in that tree until you satisify the 3 talents in the same category condition since the game forced a point into the Lichform talent.

Technically not a bug since the engine is just enforcing the rules now that I think about it, but kind of a weird gameplay behavior with the forced Lichform point after the quest. Could perhaps put a warning at the end of the lich quest that this scenario may come up.

I guess I was dumb for completing the quest in the first place when I didn't even want to be a lich :>

Sounds related: I learnt Providence from an escort on my Anorithil earlier (I already had levels in the other three Light-tree talents, was below level 12 so no levels in Providence yet). When I levelled up I couldn't remove any points from Barrier, with an error message that it was because of Providence's requirements (even though I had two points in Barrier, so removing one wouldn't have invalidated Providence anyway).

Ah yeah I was in the same situation, in that I already had points in the ability before I added a new one that I ended up wanting to remove. You should be able to remove a point as long as you don't hit 0, so I guess that makes it a bug.
