[b37] speed, the world map, and encounters

Sometimes enemies in world map encounters get a turn to act before the player does when the encounter begins. If this is intentional, it makes a little bit of sense, but it seems like this happens a lot more often with characters who have some kind of passive speed boost. I've noticed it happening more often recently playing as a yeek with 5 points in the passive speed boost. Perhaps global/movement speed bonuses shouldn't affect movement on the world map (as this makes avoiding orc ambushes and adventurers pretty easy for chronomancers and some others). But since it does, it seems like the way it is calculated might be causing enemies in ambushes to get a free turn when the ambush begins.
