Can't click or move icons with two rows

I don't quite understand the issue can you please elaborate?

Did you try reassigning them using the skill menu?
Default shorcut is m. Every learned skill is available to be changed by hovering the mouse over and pressing a key or using the keyboard/numpad to navigate.
If you mean changing the hotkey bindings themselves then you need to go to the key bindings submenu of the options menu.

I think he's referring to a problem I've had, and also someone (I can't remember who) I helped with it via the game chat; it happens when you initially switch to multiple rows. The first row becomes un-clickable, but it can be fixed by restarting the game. At least, that worked for me and the other person I mentioned.
