[b36] Fortress energy level and Fortress quest...

After I collected the 6th Old Forest lore (to unlock Sher'tul fortress quest) the energy level appears as soon as I transmorgify and starts increasing as soon as I transmorgify more equipments more...isn't the energy level should appear after the Fortress Shadow tune your Chest to the fortress?
Update: I just got the butler to call for me to go upgrade the rod...I haven't even been to Lake Nur yet...
