[b35] seeing stealthed and invisible enemies

"see_invisible" and "see_stealth" uses the new "checkHit" function for which a 10 point difference results in 0% or 100% chance of seeing an invisible or stealthed enemy. The issue is that these values are not rescaled to tiers, so it is very, very hard to see these enemies. My ghoul brawler has ~100 cunning, and yet I routinely can never see stealthed enemies.
