[b35] Shadowstrike/cross tier effects

Critical hits from Shadowstrike do not trigger/try to trigger Off Balance.
If only I knew how to use stealth well enough to use shadowstrike...

Wow that could actually be gamebreaking for the stealth rogue that needs that off-balance.
If only I knew how to use stealth well enough to use shadowstrike...
