Aegis Cashmere wizard hat of warding in Zigur store

Increases Aegis Spell, can be activated for Circle of Warding, and scales with magic. 
Zigur are hypocrites.
I'm very sure that a few betas back, I saw Protector Myssil use a Frozen Spear run against me during the Fall of Zigur quest (or whatever it's called, but it was definitely a rune.)
