B32 changelog: •Paradox Mages now start with Dimensional Step and Time Skip

Since B33 changelog didn't state anything about this, but my starting Paradox Mage character doesn't have a point in Time Skip...

Sorry, was something I reverted. So it ended up in the change log. Next beta you'll be able to remove the starting talents and put them anyplace you want so it won't be an issue one way or the other.
