[b29] Paradox Mage unlock not announced (but worked)

Similar to a bug where the mindslayer unlock was not announced, I only got notified of completing the Wherewhatever quest. No big unlock announcement for the Paradox Mage. Thankfully the actual unlock went ahead correctly.

Same bug persist in b31.

Yeah, and the problem seems to be with all the unlocks. Had this problem with Brawler and Mindslayer.
