ToME: the Tales of Maj'Eyal

I just got a delayed escort quest on level 2 of Dreadfell. (I returned to a level I had previously cleared and the escort popped up.) The exit portal was in the middle of a major vault that had previously been full of out of depth dragons. Had this escort not been delayed the quest would have been impossible. Is this intended?

Escorts can't start unless there's a clear route from start to portal with a minimum distance of 15 or something, if the game fails to start the escort it will just try again when you revisit the level. The portal location is randomized on entering the level, so it got placed on an already open vault.
