ToME: the Tales of Maj'Eyal

The description of the staff of Tarelion is incomplete and does not show the CD reduction.
Stangely, this feature appears in the weapon comparison and I discovered that this item did some CD reduction only when comparing it with other staves.

This seems to be a general problem in tooltips where items give cooldown reductions.
