Negative Fatigue does not show up on the character sheet, but still affects the cost of some skills. Also, stacking -fatigue items could lead to very low cost talents, don't know if it was intended.
EDIT: they still require you to have as much resource as they would cost at 0 fatigue to use, not their use cost.

it would be great to have the zero cost and then the actual fatigue cost wherever they appear. Often I forget to factor this in.

Fatigue I thought was changed to only go to 0 and it didn't use negative values.

Update for b33, Psi is still affected, and getting -51% fatigue or more, as my mindslayer did (not debugged), leads to the talents having negative cost, and recovering psi.
