ToME: the Tales of Maj'Eyal

Borrowed Time is a magical effect instead of a time effect (the stun is a time effect). If we want to prevent timeless from inflating it's duration we should move Borrowed Time to a time effect as well. If it doesn't go into b28 that way I can catch it with the next diff I send.

Sorry DG. I didn't double check it before I made that suggestion about Timeless and now that I have I realized I didn't make the buff time
