ToME: the Tales of Maj'Eyal

So I started a dwarf fighter character.

First the 'opening text' was written as if I was starting in Derth with the old forest, but I had the dwarf "Escape from Reknor" quest.

Then I simply went up the steps where I started, which completed the quest successfully. which might be intentional.. but it seems wrong.

I found it somewhat strange to hear as well, that you can finish the dwarf starting quest by going up the stairs.
But I guess it's a choice you can make, and not a bug but intentional game mechanic.
Consequence would be, when you decide you *do* want to do the escape, you have no dwarf companion.
Also, when you choose to do the Mouth, you will not have leveled up in Reknor, so you might have a more difficult time there. Or perhaps not, as I do not know the level ranges of the monsters in Deep Bellow.
