If you right click a party member you are not controlling, you can select Define Tactical Talents Usage. If you set a number to 0 turns that ability use off, 1 is normal, and >1 is supposed to make it used more often (So I'm told/I read, I don't actually know how well/if it works :p).

However, it will only let me put in 0, 1, 3, 5, 7, 9. I can't use any of the even numbers. 2 actually sets it to 0.
