[b19] NPCs using Runes potential balance issue

Made a new Fighter, Human, Cornac. Level 2 of the trollmire I came across a rogue with a regen rune. With the starter iron longsword and shield, I only did 5-6dmg to him at a time, he kept using his regen rune and I could not kill him and he couldn't kill me (did 0 dmg). Finally realize there is a 2h greatmaul in my backpack and I use that to beat him. Fortunately I had picked that up, otherwise I'd just have to let him chase me around the map (I did that for a while, but eventually he cornered me where we couldn't move).
Just thought you guys should be aware, could be a balance issue in the newbie areas.

As he couldn't damage you, you could have just ignored him and been on your way. A common mistake with new and veteran players alike in rogue-like games - you do not have to kill everything you see - in fact, that's often a recipe for death.

Right, I did that for a while, eventually running into a series of tree's where he had me cornered and I couldn't get out, I hadn't found a rune of teleportation/phase door yet so that wasn't an option either. I realize this may be a special case, but thought I'd point it out.

I guess there should be a minimum area danger level for enemies to have runes/infusions.
