[b18] storming the city quest not ending properly

My recent character entered the Deth at his low-teen level, and noticed it clouded.
Since he was not ready just yet for that, he went off to explore other areas, and then returned at lvl 20 or 19. The town was clear and sunny, no cloud overhead. To my understanding it just checks the character level, and if its too high it clears the quest.
BUT
The entry in the 'j'ournal stayed. So now i have an open "storming the city" entry in the journal, stating that I was greeted by an army of elementals, and cannot finish the quest.
