The bug is in the dungeon generator. I bet there are other rooms and corridors... but some corridors aren't connected to rooms since beta 15 (16?). Did you try digging around (assuming that you can)?

This could be problematic in the Infinite Dungeon. You're lucky here to have found connected staircases, if not you could have been stuck...

Levels where the stairs are not connected are rejected, it's no luck

I really do wish Infinite Dungeon characters started with a digger. It can be a VERY long time before you find one, and without one, there are certain things that are simply impossible for non-mages (like opening those monster nests that you can see with Preternatural Senses but can't fight, because they're completely entombed).
