Do you need to have enabled the Archery Category to be able to use a Bow or a Sling? I can Equip them, but <Shift><Click>-ing does not seem top do anything. Is it presumed that without the Talent you are just to incompetent to even make an attempt?

Yup you need to learn the talent, which is possible for all classes
