[b15b]Arcane eye doesn't give sight when user is blind

Not entirely sure if this is a bug or not, but I'd think the arcane eye talent would give information regardless as to if the user's blind or not. Currently, if the player is blind, you get no information from the eye.

Nah, it was with a level 5 eye. Well, four points in it, but an archmage for an effective level of 5.
