Racial talents that use incStat are broken.

Sirrocco pointed out here that the way skeleton/ghoul stat increase talents work has the potential to surprise people. I suggest these talents either use the inc_stat table (and thus be affected by the level maximum), or at least warn the player that they are not getting their talent's worth.
