Maybe, anyway. I noticed that you can freely swap the cloak in and out and townsfolk will change aggro state accordingly, despite actually seeing you take the cloak on and off.

It's fairly minor, but Vim users can manipulate this trick to get 'harmless' enemies (take off cloak, sac, put cloak back on, wait for cooldown, repeat) to blood sac against before going into a dungeon.

Of course, trollshaws will give you the same effect once you're level 5 or so
