This actually reminds me of what I used to do in Nethack with those pesky (and deadly) trolls that kept rezzing themselves--kill them, pick up their corpses, and toss them in deep water.
-The Olog-hai comes back from the dead!
-The Olog-hai drowns.
Bwahaha

Agreed. Usually i just eat or tin them, since they're so heavy to carry.

I tihnk the easiest solution to this is to prevent monsters from drowning. Makes the game more realistic to be frank - no enemy will sit there and let themselves drown, and the possibility of the player forcing an enemy to drown is too low to be considered a valid tactic.

If it's not too terribly difficult to program, I'd make it an AI change. They won't enter water from land with less than 75% air, and if they get below 50% air 50% air, they head for the nearest edge as fast as they can. Just making them nonbreathing (though, really, some should be nonbreathing) would remove a few (currently underutilized) tactical options. It should be possible to suffocate enemies if you have the right sort of stun/immobilize ability, and we may eventually want to add player-used suffocate/garrote-style attacks as well. Also, let's not be forgetting the sandworm lair.
