Missing the stairs

I defeated the Tempust (really neat sidequest btw) and cleared out the level. Seeing no way outI headed back up the stairs. I was put in the middle of the rocks and my air level was 69/100. I used the rod, then remembered it wasn't instant. Tried to phase door, but the spell fizzeled. By this time I had 1 turn worth of air left. I read a phase door scroll, and thankfully got out of it. Shouldn't it have placed me on the stairs I came down on the top level?
