One of my weapons is shocking and it's adding 4 damage to each of my weapon swings.

I've found that sometimes (it seems dependent on the elemental damage type) if the offhand weapon has a damage type, it adds it to your main hand. I have never noticed the main hand affecting the offhand though.

Both is the case though.

IMO it's treated like any elemental damage bonus - there are also armors that can give these - and thus applied to all attacks.

I guess it's intended, not sure if it is intended to be so strong for double wielders
