I don't think this is intentional. When dual wielding daggers with added elemental damage, both daggers will do the damage of both elemental add-ons. For instance, with a lightning dagger and a slime dagger, both daggers will do both lightning and slime damage. When only 1 dagger has an element this doesn't happen but it does when both do.

right now it is "intentional" just because of the way damage is handled, later it probably will be changed.
