Jara hits skeleton mage for 27.51 physical damage.
You do not have enough mana to cast Lightning.
Skeleton mage resists the stunning blow!
Skeleton mage misses Jara.

Playing an arcane blade I suppose (hope!) ?

Then yes it's normal, every melee attack can fire Arcane Combat, even talented ones.
