Ridiculously hard monsters on dungeon level 1

Is it a bug, or a feature, that level 15 elite skeleton archers can appear on dungeon level 1 and kill my 4th level fighter?
Just curious....

A level 15 armored skeleton ? hell you just got quite unlucky (and dead too I would guess).
As for the degenerated skeleton that is a bit much yes, did it use a special talent ? Also it could have been very well generated with a very very good two handed sword. (NPCs taht can use weapons generaly do use weapons, just like the player does)

Viggy's stuff has already scrolled out of my terminal's buffer. And there doesn't seem to be any log file on disk, at least not in any of the places I've looked.
It's hard to tell exactly what happened once you die, because the game keeps scrolling new-day announcements every few seconds, pushing the combat messages off screen. (There's a different thread for that one already.)
That level 15 elite skeleton archer wasn't the only one I've seen on dungeon level 1. They're all over the place. Some character after Viggy was killed by yet another level 15 elite skeleton archer (or... was it the same one? do they persist across character births?) who pinned him to the ground with arrows from across the room, then killed him with the next shot or two.
Black mambas on level 1 are also particularly devastating. And common.

Hum maybe you are a bit unlucky but I suppose I could tweak the OOD chance a bit too

I've got the whole log for that session, but I don't know how to tell whether that monster had an especially good weapon or not. (For debugging logs, it would help if there was a unique monster ID number or something, so I could separate all the different [Dd]egenerated skeleton warrior instances.)
Looking back, I see this, but I don't know whether it was the same monster, or exactly what it means:
