ToME: the Tales of Maj'Eyal

Hi,
As a first time player, I can't find a single description either in game, on the wiki or with google of what the on-hit talent granted by Silk Current, "Water Jet", is supposed to do.
Even when I actually proc it I can't figure what it does.
Does it do anything? Make enemies wet? Cold damage maybe?

Water jet deals (minor) cold damage and stuns the target.
