Okay according to tooltips this equilibrium should go down every turn I use meditation or a summoning ability...right? So why does my equilibrium not going down at all? Is this a bug? No matter what I do it's always at max.

I'm not really sure what you are seeing here, as Meditation decreases Equilibrium and summoning increases Equilibrium.

Equilibrium is a negate resource, in that its perfect state is 0, and using it causes it to increase. Increased Equilibrium indicates that you are straining your connection with Nature, which means that your talents will sometime fail.

What you might be missing is that Meditation can restore Equilibrium faster than you can use it as a Summoner.

Should also make sure you only turn it on when you REALLY need equilibrium lowered, since it reduces your dmg by 50%(and that includes the dmg your summons do). It has some uses but it's fairly situation, you should look into getting the ooze summon to deal with your equilbrium in a less intrusive way.
