Is it possible to get the Draconic Will prodigy in an Orcs campaign, or other prodigies that have AoA requirements?

...And while I'm asking, are there any ways to get bonus talent points in Orcs? (Such as AoA's Derth arena and Heart of the Sandworm Queen; yes, I know about Yeti muscle tissues.)

Draconic Will is actually the only prodigy with (technically) AoA requirements that can be picked up in EoR. Along with Draconic Body.
However, only Wyrmics can learn them, since they always count as being close to the draconic world.
