Not sure if i understand the phase door and teleport spells but what does the level 5 versions of them actually do , it says that you can target the area where you teleport but you can already do that at level 4 so im either confused or dumb

Mages have 1.3 Bonus to the tree that Phase Door is in.

Some classes, like Arcane Blade, do not.

For an Archmage, you need 4 points (1.3*4=5.2) to reach the fifth level, allowing you to choose where you land.

For an Arcane Blade, you need 5 points (1.0*5=5.0) to do the same.

That's why you don't notice anything for Archmage; there's no point in going beyond 4 points for them.

oohhh, that cleared up a lot of confusion , now im going to check all the ''at level 5'' bonus and if i have 1.30 in mastery then i guess i'll stick to 4 points only unless there's other bonuses im interested in.

Reading this and having mused over it every once in a while, may I suggest the following small change to those ability wordings in a future patch:

"...effective talent level 5..."

I think it would make it clearer to beginners.
