My bar used to be like the first image, tonight I loaded the game and the bar is like the second one. Reinstall didn't work, delete tome files didn't work, I'm going crazy

I'm guessing this is the standard mousewheel, page up/down issue.

All the skill bars look the same.

In that case, could you please elaborate on which parts of the two different images you think is wrong. Because I can't see anything wrong.

In the first image, you can see boxes in the skill bar and the hotkey assigned to each skill although you haven't a skill assigned to that place

In the second image, the skill bar is empty and you only can see a box and its hotkey if you have assigned a skill .

My game looks like the second image, but used to look like the first one. I would like to see the boxes in the skill bar again.

The second image is normal, the “first image” shows up when you click and hold a skill to drag it onto/somewhere else on your skill bar.
