Resist all from teleport on equipment lowers resist all?

So I'm having some weird effects from this.
I have a piece of armor of the void that gives +15% resist all after a teleport and a rune that gives 45%.
When I add the armor, it reduces the effect from 44% (??) to 40%. What is going on?
Additionally, I have a randart belt that grants +13% and it doesn't do anything.
What gives?
