I thought that it begin when you hit stain level of character lol.

Now I understant that this is related on number of times you used Rod of Recall am I right?

Whenever you use your Rod of Recall, if you are level 18 or higher, there's a chance for the quest to trigger. This chance starts out at 15% at level 18 and goes up to 90% at level 27.
