Is Psiblade's damage increase independent of the sustain?

Title pretty much says it all. Do you need to activate the sustain to gain the damage / phys power boost?
i do believe, that "Base" damage, and stat%, do require the sustain to be on, to be increased by the talent.
I took a look at tome tips, and i don't see anything to the contrary.
however, whether you have the mastery or not, mindstars still do get SOME damage increase from stats.
