ToME: the Tales of Maj'Eyal

I have a level 50 Sawbutcher. He has 2 steam generators in use. They are each 16 per turn. Which should be 32 total steam generated each turn.

But I turn off all sustains, unequip all items, and somehow I am only showing 12 steam generated per turn. WTF? And no, neither Saw wheels, nor rocket boots are activated.

Am I missing something? Does Pain Enhancement System prodigy keep some in reserve? Am I bugged?
