Procs and how they work

This is a two pronged question sorry. I hope that isn't breakin' the rules too much.

Firstly I would like to know how Cunning effects procs. I have been told elsewhere that cunning raises proc chance but the nothing like that seems to show up on my character sheet.
Secondly, how do procs interact with procs. If I have an item like Borosk's Hate which has a 25% chance at giving me a second blow does it in turn give me a 60% chance to get a flexible combat proc ? I read somewhere that if you dual wield that you can only get one flex combat proc but each weapon has a chance to make it happen.

So if anyone can give me a bit of insight into how cunning effects proc chance and what the rules for things proccing off procs are that'd be neat.

Cunning only affects the proc chance of Arcane Combat.

Procs can proc off procs, but each on can usually only trigger once per turn.

Cheers. Is that measured in game turns or is it measured in personal turns (eg if someone can attack twice in a game turn are they still limited to once proc)

Nope, turn_procs are measured in neither game turns nor personal turns, but in actions. Which means that for most "once a turn" procs, you get a proc at most once for every active skill you've used (including move and attack).

Confirmed. Your speed modifiers will allow you to proc faster.
