What say on the title. Can any active talent crit? What about racials and sustains?

"in general", crit apply to any and all "direct damage", be it weapon, spell, or mind power.
healing and shields do not crit, unless stated otherwise i believe. (celestial/light category)
buffs/debuffs cannot crit, unless stated otherwise. at least for power, i think they can crit for duration.
passives, obviously don't crit.
that's as far as my knowledge goes.
---edit---
how would sustain crit 0.o
it is a semi permanent buff/dubuff, most of the time.
if it doesn't have a way to trigger any of the mentioned above, then the answer is flat no.

Thought forms are a sustain and can crit, despite not showing the message. You can check the forms attributes.
Is that just an exception? No other sustain behaves similarly?

Some summoning talents can crit to give the creature a stat boost.
Thoughtforms kinda shouldn't do that as they are a sustain, so you can just stand there and scum it.

This is not easy to answer.
Some talents can crit in more than one instance.
Lots of talents that do crit don't state as such.
Others you think should or could crit don't.
And some you don't expect to actually do.
Basically, you have to read the code to know.

Resonance Field from Ametist of Sanctuary can crit, like you can get 1000 shield from it, dunno about actual skill.
Attenuate crit when it cast, and I think it have crit chance every time it proc on target.

Thought forms shows appropriate message when it crits. No need to check attributes.

Does "earthen missle" (physical damage) from the arcane blade, triggered by "arcane combat" use the magic-crit chance or the "normal" one?

What do you mean "normal"?
Any weapon hit, can crit useing "weapon crit chance". Earthen missile is a spell, that has nothing to do with weapons.
Using arcane combat to proc it doesn't change that, it is still a spell, that you have to pay for.
