Is this intentional or a bug? Adventurer can no longer unlock Light tree from escort.

I'm not sure they ever could.

Used to do it all the time in version 1.31.

Nope, even then you couldn't. You are unable to unlock trees you already know, just gain trees (locked) you don't have at all.
