Anyone else not getting an extra inscription?

I'm not sure if this is a bug or an addon issue, but I don't seem to be getting a third inscription in my inventory when I make new characters. I've tried several different race/class combos and none were getting it. Is anyone else having this problem?

You generally don't have a third inscription in your inventory.

Version 1.3.1 patch notes say "Most races now start with an additional infusion or rune in inventory." I was previously getting this sometimes on new characters, such as Heat Beam rune on Shalore, but now I'm not. Was this changed?

Oh, forgot that.
I don't see how it could have been changed without a patch.
Maybe an addon is removing it again?

After some investigation, it seems to be a problem with Doctornull's Nulltweaks.
