What do certain item bonuses do?

A bunch of the antimagic weapons confuse me. How many talents do amnesia weapons cooldown, and can it be resisted? What is "burns latent spell energy?" Does the duration of slows and silences from weapons scale with tier, or is it fixed?
What are the effects of an "air burst"? How much damage does the aoe from an "elemental" weapon do (is it fixed by tier or do I have to test every individual weapon I find?).
Weapons that inflict poison, bleed, or burn damage -- Does this stack up with repeated hits, or is the bulk of the printed damage wasted on followup hits because they only refresh?
Weapons that inflict random glooms and fears I assume pull from the list of cursed talents. Where do random "madnesses" come from?
And most mysteriously... what does "acts as a psionic focus" mean? (thought-forged weapons have it)

I think slow and silence duratin is the same regardless of tier.
Air burst sounds like aoe physical damage, perhaps with knockback. AOE from elemental weapon seems to be about 30. Don't know if it scales with higher tier weapons ( I think it should )
Insidious poison stacks, the other types do not. With burn some types of attacks extend the duration. Bleed seems to simply refresh the status effect.
Psionic focus weapons would be used as a requirement for certain mind related skills, much the same as a Berserker skill requiring a 2handed weapon

except those talents do not exist anymore it seems.
in a previous version, mind slayer had a few talents that became stronger, while you held a psionic focus which usually would be a mindstar.
however, every now and then you would find an item, which would act as such a focus.
while those talents have been removed with the rework, the psionic focus has remained for some reason.
haven't tested it but it may work with resonant focus since it adds max psi while you are holding a mindstar.

Air burst:
Radius 2.
20 + physical power / 2 physical damage.
Knockback 2 + physical power / 40 tiles on a failed physical save.
Elemental Explosion:
Radius 3.
10 + spellpower (fire or cold or lightning or acid damage).
Burn Latent Spell Energy:
Mind save or a random activate type spell talent is put on cooldown for 1 + mindpower / 20 turns and does arcane damage equal to the talents cost.

i believe it has something to do with "fears" of the afflicted classes.
or maybe nightmares of the solipsists... either of those.

When a weapon effect checks a save (like the air burst), does it use the wielder's physical/mind/spellpower or something else? Which weapon effects check saves? I believe I heard that the global slow on slime weapons does not. What about
--daze (thundering)
--cripple (criplling weapon)
--freeze (tirakai), blind (tirakai), flameshock (tirakai)
--silence (throat-seeker) [heard this is bugged anyway?]
--gloom (thought-forged)
--poison (insidious)

If there is a save, it usually uses your highest power score.
