How Paradox works?

The release changelog says little, but what it says, contradicts with the wiki (that your spells can still backfire and fail).

So, how does Paradox really works now? Is 300 the break even level? There's no penalties for a number between it and 600? Are there still minor anomalies?

And, mostly important, is there already a thread answering this dumb question?

300 is the point at which you get no bonus nor penalty to spellpower.
Above 300, spells will get stronger, but have a chance to create an anomaly, which ALSO causes talent failure.
Above 600, Major Anomalies will happen (along with failure); you don't want to let it get this high.

Gotcha. And which talents, if any, needs 300 or more to work?

I was noticing that Celerity was not working for me, below 300 paradox. I couldn't switch my weapons or run quickly with it under 300. That's the only one I saw during my brief time as a Time Warden.

Currently the two talents that speed you up for one turn and the talent that lets your Temporal Hounds live for one extra turn lose that turn (and are useless) if you are below 300. This should be changed in the next patch, I think, given the devs' responses.

Other than that, everything just gets weaker as your paradox goes lower.
