I mean, if I get there later, damn mobs will be higher in level, at least I think so.
If it is true, how high they scaling?

I'm not sure what level the mobs will have, but they should stop getting any higher once you're level 35 according to the wiki.

I remember that once I get there ~30 level, and usual mobs (mages in black-dark blue clothes) hit my char with frozen runes around 400 dmg. My character's kicked the bucket very quickly.
