So, I've been playing ToME4 for a bit now, but I saw that the engine itself is a separate entity? Can I actually use the engine myself to fool around? I can't seem to find any way to download the engine, it seems to just be grabbing me the game.

The engine is included, the game is running on it. Effectively, the game is just a module. You can find other modules on te4.org, or you can make one yourself. Many are small things, though VotE is fairly large-grown, and still updated. There's also a remake of the old Tome2 game setup in progress, though not done yet. And several small things, mostly done for contests gamejams, or 7drls. The Tales of Maj Eyal are just one module chosen by default if you don't have others downloaded.

It's a very flexible engine, especially well set up for making grid-based roguelikes. Games can look drastically different from ToME if you put enough effort in. Here's a game I recently made in it, called FireTail:

As you can see it's hex-based and has very different mechanics to most roguelikes.
