'Taunts targets in a radius 0' ... does that mean he only targets himself?

It's "radius 0 at range 10", i.e. it can affect at most one enemy. But the radius increases with talent level (up to 3 I think, that would mean up to 3+5+7+7+7+5+3 = 37 targets eventually.)
