Technique/Battle Tactics is not available

I am following a build outline and I want to get the Step Up skill. Apparently, it's in the Battle Tactics tree but I don't see that tree. It should be Technique/Battle Tactics but that particular technique is not an option. What am I missing?
Thanks!
Arcane Blade

That tree was removed from Arcane Blades because of how absurd the Greater Weapon Focus/Arcane Combat/Earthen Missiles combo was. The guide was written before the change was made.

If it makes you feel better,
here's a stupidly overpowered build by cctobias.
In addition, I noticed you posted on
Categories Sorted By Talent, and I'm just going to let you know that's an Adventurer-only thing. If you haven't beaten the game, you'll unlock Adventurer when you do and it's a fun bonus class with every single category available, locked at Mastery 1.0. It's stupidly overpowered with the right combination, pathetic without it, and a totally unbalanced class. (Just read that guide I linked to.) For every other class, though, the categories you start with are the categories you get, with a few exceptions like Harmony/Vile Life or Combat Training and similar trees. However, there is no way to get an extra class category, only generics.

Which was kind of dumb because it even further ruined any builds but pure earth. What they should have done was made Pulverizing Augur the autocast or made the proc rate depend on how many eligible spells you had or made it respect cooldowns or cooldowns/3 or something.
