storm fury unique bow, crap?

the bow i am thinking of is this one: http://te4.org/wiki/Storm_Fury
i have found it on a couple of characters, and i thought it was pretty cool, but it never fit my build. which got me thinking, what build does it fit?
assuming you want to take advantage of the lightning damage, there are 5 classes to pick from, of which none have any bow skills:
archmage - i just dont see it being very good, why would you ever actually fire the bow, when you can just spam spells. and if you arent going to fire the bow, a regular staff is just better. and if you arent gonna fire any spells, half the stats on the bow are useless.
alchemist - might work, but why not just use a staff, also im guessing the golem will get in the way a lot.
arcane blade - unfortunately none of the arcane blades sustains work with ranged weapons, so no real point to this, just a worse archmage.
wyrmic - the wyrmic lightning skills scale with mindpower and not spellpower, and you only get 3 lightning skills, not much point.
mindslayer - has some applications for the bow, but scales with mindpower, and if you really wanna to lightning damage, why not just use a staff. you could maybe make it make sense, but for what? "shoot" and "steady shot"?
I just dont get who this bow is made for. Not all uniques need to be made for anyone specific, but this looks like it was made for a class that doesnt exist. It would be amazing with arcane blade, if their skills actually worked with ranged weapons.
There are only 3 ways i see this being useful:
If the automatic lightning bolts from it are so powerful it makes it stronger than a regular staff.
I dont know what "good" bow stats are, so it might be that the attack speed and the +75 lightning damage on hit is so significant it makes it better than other bows?
Using it with temporal form.
