Stun, Daze, Shock, and Tempest, etc...

So, the Shock skill either dazes an opponent or, if that fails, it shocks them which lowers their resistance to stuns and dazes.
Does only the shock skill have the shock effect or do other failed daze attempts also produce that effect? More so, if something is immune to stun/daze, does this make them susceptible?
I'm wondering because of Tempest. The idea that one could lower stun and daze resistance with Chain Lightning is fairly appealing and I was considering trying a full-stun Archmage that used lightning primarily (if Tempest adds said effect to air tree spells) and then earthquake and flameshock to keep enemies dazed and stunned while I whittle them down…
